Missing siblings seems to be a very common subject in J-Horror, or A-Horror in general. I guess that missing kids is another big topic that the Japanese kept quiet for years. These films really give insight to what people think and feel in these cultures. Just remember to take it with a grain of salt.

So was The Queen his sister the whole time?

She got unusually emotional while he was breaking down over his sister(naked).

Then in the last few scene we see someone(presumably Queen) mentioned this and that about antennas... so was that supposed be his lost sister?

There is a typo in the title. The film is called Antenna.

Then perhaps "Antenna aka Antena" because first the translated name and second the original japanese name, just to make it show up in more searches for the film.
In the film itself, when the title is shown, it says "Antenna".
